Purpose of Position

This is an unclassified (exempt) position performing electrical engineering and training duties for the Engineering Department of the Grand River Dam Authority as assigned by the Chief Engineer.

SUPERVISION RECEIVED:  Reports directly to the Chief Engineer.

 

SUPERVISED PERSONNEL:  Normally does not supervise any other positions.  Provides incidental supervision of affected engineers and technical superintendents when coordinating projects.  Assumes specific temporary supervisory duties during the training of engineering graduates.

 

ESSENTIAL JOB FUNCTIONS:

  • Coordinates and oversees the progress of assigned projects; assures that studies, plans, reports, material purchases, and required contracts are completed in proper sequence for project completion on schedule. 
  • Verifies quality and completion status of in-house designs for assigned projects prior to their issuance for construction or bidding. 
  • Provides on the job training for assigned engineering graduates.  Guides and directs engineering training activities and verifies professional quality and accuracy from their work products.  
  • Performs engineering analysis, calculations, design, relay coordination studies, and other duties associated with relay applications, operation, and settings for protection of substation and transmission facilities.
  • Creates specifications; prepares bid documents; evaluates bids received; prepares and presents reports and recommendations as required for purchase of materials, equipment, services, and miscellaneous items associated with relaying systems and other assigned projects.
  • Assists in the design of substation and transmission system projects in the areas of relaying and the equipment required to perform those functions.  Provides technical expertise and representation at review meetings, as required.
  • Assists in troubleshooting and may supervise repair activities as assigned.
  • May assist in the training of relay technicians for installation, testing, troubleshooting, and maintenance procedures involving new relaying equipment.
  • Coordinates or verifies work of outside contractors and/or engineering firms concerning assigned projects; monitors work orders, project progress, change orders, and contractor payments in assigned areas.
  • May represent GRDA in regional organizations concerning relaying and/or relaying activities.
  • Creates, organizes, and maintains records for assigned oversight areas of department.
  • Assists with the update of departmental construction standards and other departmental records.
    • After-hours work may be required under system emergency or storm conditions.

 

EDUCATION, TRAINING, AND EXPERIENCE:

  • Bachelor’s degree in electrical engineering with a power emphasis from an accredited college or university.  Additional courses or practical experience in relaying applications for electrical power transmission and substations, systems analysis, computer programming, and project and facility management are desirable. 
  • Minimum of 5 years of experience as a relay engineer with an electric utility and 5 years of utility supervisory experience over other engineering personnel.

 

SPECIAL CERTIFICATES, REGISTRATIONS, LICENSES REQUIRED:

  • Must have a valid Oklahoma driver’s license. 
  • Professional Engineer status in Oklahoma.  PE registration in Oklahoma is required within 6 months of employment.

 

SKILLS, KNOWLEDGE, & ABILITIES REQUIRED:

  • Functional competency with personal computers;  prefer experience with Excel, Access, and Word. 
  • Must be capable of methodical analysis of complex technical problems.
  • Familiarity with lockout tag-out procedures.
  • Must possess and demonstrate excellent writing and composition skills.
  • Must be comfortable giving verbal presentations before groups.
  • Must be comfortable acting as a trainer and mentor for engineering graduates.
  • Must provide a positive example of the professional attributes required to be a competent, accurate, and dependable engineer.

 

PHYSICAL/MENTAL REQUIREMENTS:

  • Must be able to walk, climb stairs, crawl, work from ladders and elevated platforms.  Must not have a fear of heights, confined spaces, or working around high voltage equipment.
  • Ability to lift, move, and carry weights of up to 50 lb. on an irregular basis.
  • Must possess mental, visual, and auditory acuity for attention to visual and auditory detail.  Manual dexterity is required for operation of test equipment, small tools, and the installation, adjustment, and repair of relays and control devices.

 

ENVIRONMENTAL CONDITIONS & SAFETY CONCERNS:        

  • Work is usually performed in an office environment with outdoor excursions for design, testing, inspecting, and troubleshooting of equipment when necessary.
  • Repair work may be performed outdoors and/or indoors in a high noise/extreme temperature environment with possible work in confined spaces.  Emergency repair work may be required during inclement weather and at any time in any season.

 

JOB LOCATION:

  • Work is performed primarily at the Transmission headquarters near Pryor, Oklahoma.  Specific work site and substation locations exist throughout the northeastern quarter of Oklahoma and/or other locations, as assigned.
